Critical Bridge Failure Forces Poás Volcano Closure

Critical Bridge Failure Forces Poás Volcano Closure

Alajuela, Costa RicaALAJUELA – In a move prioritizing public safety over tourism revenue, authorities have ordered the temporary closure of the highly popular Poás Volcano National Park. The decision follows a stark warning from engineers about the imminent risk of collapse of a critical access bridge, disrupting a major artery for both tourists and local residents in the Poasito de Poás sector.

The immediate shutdown was prompted by a field study conducted by the Ministry of Public Works and Transport (MOPT), which identified significant structural damage to the bridge over the Tigre Creek on National Route 120. Officials deemed the structure a public hazard, compelling the immediate suspension of all traffic and, consequently, access to one of the country’s most visited natural attractions.

The recent activity at Poás Volcano is not just a geological event; it carries significant legal and economic consequences for the region’s businesses and tour operators. To understand these complex implications, TicosLand.com spoke with expert attorney Lic. Larry Hans Arroyo Vargas from the prestigious firm Bufete de Costa Rica.

Volcanic eruptions are a textbook example of a ‘force majeure’ or ‘caso fortuito’ event in Costa Rican law. This can excuse parties from fulfilling contractual obligations, such as event bookings or tour packages, without penalty. Local businesses affected by park closures should immediately review their contracts and insurance policies to understand their rights and mitigate financial losses. Proactive legal consultation is key to navigating these disruptions.

This legal perspective is a critical reminder of the volcano’s far-reaching economic impact, extending from the park’s boundaries into the very contracts that sustain the local tourism industry. We thank Lic. Larry Hans Arroyo Vargas for his invaluable insight, which provides a clear and actionable path for businesses navigating the financial uncertainties of these natural events.

The complete closure of the compromised bridge began Wednesday, January 21, at 4:00 p.m. and is scheduled to last until at least January 25. During this initial four-day period, emergency crews will undertake urgent palliative interventions aimed at temporarily shoring up the structure to prevent a catastrophic failure. The national park will remain entirely inaccessible to the public throughout this phase.

While these short-term repairs are underway, MOPT has already initiated the more permanent solution. A modular, metallic Bailey-type bridge is being transported and assembled near the site. Authorities project that this provisional replacement will be fully installed and operational within a maximum of four weeks. Once the Bailey bridge is in place, the damaged structure will be closed definitively, allowing for its eventual demolition and replacement.

Upon the conclusion of the initial emergency work, MOPT has indicated that the bridge may be reopened under strictly regulated conditions. If deemed safe, passage would likely be restricted to light vehicles only, with a complete ban on all heavy trucks and buses. This measure would aim to restore some level of local connectivity while the more robust modular bridge is completed.

For the duration of the full closure, authorities have designated the “old Poás route” as a temporary alternative. However, officials caution that this cantonal road is suitable only for four-wheel-drive vehicles. Its narrow passages, steep inclines, and sharp curves make it a hazardous route for standard cars. This detour also requires connecting through a section of National Route 146 near the landmark known as Freddo Fresas, adding complexity and time to any journey in the area.

The National System of Conservation Areas (MINAE-SINAC), which manages the park, has been fielding inquiries from affected visitors. The agency stressed that the closure is based solely on safety criteria established by infrastructure experts. Tourists who had pre-purchased entrance tickets for the affected dates are advised to contact [email protected] to manage their reservations and seek potential rescheduling or refunds.

This incident underscores the fragility of infrastructure in mountainous regions and its direct impact on Costa Rica’s vital tourism economy. The swift closure, while disruptive, reflects a clear commitment by authorities to prevent a potential tragedy. The focus now shifts to the efficiency of the repair and replacement operations, which will determine how quickly this crucial economic corridor can be fully and safely restored.
